NEXCO EAST Niigata Regional Head Office (Chuo-ku, Niigata City) will be implementing a night-time road closure on Nihonkai-Tohoku Expressway​ ​​Sea Tohoku Expressway (hereinafter referred to as the "Nitto Expressway") between Niigata Airport Niigata​ ​​Airport Interchange (hereinafter referred to as the "IC") and Arakawa Tainai Interchange in order to carry out pavement repair work and other works.
We apologize for any inconvenience this may cause, and we ask for your understanding and cooperation in allowing yourself plenty of time when heading out.

     Every day from 8:00 PM to 6:00 AM the next morning (excluding Saturdays and Sundays)



• In stormy weather, it will be postponed to the spare day.
• The decision to proceed with construction will be announced on X (formerly Twitter), etc.

2. Detour

For detours, please refer to Appendix 1 [PDF: 796KB].
The detour will increase travel time, so please allow yourself plenty of time when traveling.

3. Regarding transit adjustments due to suspension of traffic

For customers who exit Expressway due to an overnight road closure, then detour around the closed section and re-enter in the same direction, a "transfer adjustment" will be made in which the toll fee will be adjusted according to the section of the expressway used.

How to use transit adjustment

ETC customers

• Customers using ETC are requested to run the outflow IC wirelessly and the re-inflow IC wirelessly. (“Transit certificate” will not be issued for ETC vehicles)
• ETC time zone discount will be applied, considering the transited journey as one.
  Toll charges are adjusted at the time of billing, so they may differ from those displayed at the toll gate.
• Insert the same ETC card for all journeys and pass through the ETC lane at the tollgate.

Customers such as cash

• Customers who pay by cash, etc. should receive the "passenger certificate" at the outflow IC and then collect the "passport" at the re-inflow IC. Please give "and" a pass ticket.

Common to ETC and cash customers

• If the road closure is lifted after exiting at the exit IC, the toll will be adjusted even if you re-enter from an IC in the closed section in the forward direction (including the exit IC).

Four. Construction overview

Repair of damaged road surfaces, structural inspections, and road cleaning work will be carried out on the Nitto Highway, both upper and lower, from the Niigata Airport Interchange to the Arakawa-Tainai Interchange. In order to minimize inconvenience to our customers, we will close the road during the nighttime on weekdays when traffic volume is low, and carry out the construction work intensively and efficiently. We ask for your understanding and cooperation as this work is necessary for the safe and comfortable use of Expressway.

Regarding the closure of one lane section of Nihonkai-Tohoku Expressway

Generally, on Expressway with two lanes in each direction, lane restrictions are implemented as necessary to repair damaged road surfaces and inspect various facilities. Nihonkai-Tohoku Expressway is a one-lane road, so road closures are essential for construction and inspections. For this reason, Nihonkai-Tohoku Expressway closes twice a year, in spring and autumn, excluding Golden Week and the summer peak season, to ensure safety and security on Expressway.
