Tochigi City, Tochigi Prefecture and NEXCO EAST Kanto Regional Head Office (Saitama City, Saitama Prefecture) have been developing a smart interchange (smart IC) that connects to the E4 Tohoku Expressway Tsuga Nishikata Parking Area (PA).

- The Toga-Nishikata Smart IC uses a new type of exit road (loop-type exit road) at the toll booth.
