NEXCO EAST Kanto Regional Head Office (Taito-ku, Tokyo, Shinichi Ishikawa Regional Head Office President) is working on construction of the Kuroiso Interchange jointly with Tochigi Prefecture, aiming for completion in 2008 (tentative name) with the aim of alleviating traffic congestion during the holiday season. The Kuroiso parking area (In-bound and Out-bound lines) will be closed all day for construction work to build an interchange bridge across the Tohoku Expressway (construction work).
During this period, please use other service areas and parking areas.
In addition, detour restrictions will be implemented for two nights of this period. Please drive carefully according to the signs on site.
1 Overview of all-day closure and nighttime detour regulations
(1) Place
Tohoku Expressway Kuroiso Parking Area (In-bound / Out-bound lines)

From Monday, June 2, 2008 to Friday, June 13, 2008 (12 days including Saturday, Sunday and night)
During this period, all facilities (parking lots, toilets, shops) in the Kuroiso parking area (In-bound / Out-bound lines) cannot be visited. The closing period may change depending on the weather.
(3) Nighttime detour regulation
During the all-day closing period, we will detour to 2 nights (7:00 pm to 6:00 am the next morning) and to the Kuroiso parking area (In-bound / Out-bound lines).
In front of the parking area, usually two lanes on each side will be reduced to one lane, and then you should detour from the main line to the aisle (lane) in the parking area.
(4) Construction content
(Tentative name) With the new construction of the Kuroiso Interchange, a bridge will be constructed across the Tohoku Expressway Main Line and the Kuroiso Parking Area.
This time, after closing the parking area, we installed gate-type equipment in part of the aisle (lane) in the parking area, and when building a bridge, detour from the main line into the parking area and run in the gate-type equipment. We have made it a method that does not enclose traffic.
By this method, you can avoid the inconvenience caused by the traffic jams (Expressway and general roads) caused by traffic closures.
Please note that the parking area must be closed during "Installation of gate-type equipment-Detour control-Removal of gate-type equipment".
2 Notification method
