1. Expansion of Parking Spaces Achievements in FY2022 and Plans for FY2023
In fiscal 2022, we have completed the expansion of 373 large-sized vehicle spaces at 21 SAs and PAs nationwide by redesigning the existing area from small-sized vehicle spaces to large-sized vehicle spaces.
In fiscal 2023, we plan to expand parking spaces for approximately 600 large vehicles at 37 SAs and PAs nationwide. In addition to changing the mass, the expansion will involve large-scale earthwork and relocation of existing facilities such as lighting and sky information boards. Please be aware that the construction of additional parking spaces may entail traffic restrictions. For the status of individual rest facilities, please check the attached sheet or the website of each company.

The three NEXCO companies have continued to expand and change the parking spaces and layouts of Expressway rest facility parking lots since fiscal 2018, and have added about 3,000 large-sized parking spaces so far, but they are still congested. is seen. On the other hand, the grounds for rest facilities are limited, and measures such as increasing the number of parking spaces and changing the layout are limited. Therefore, currently, experts, the Japan Expressway Holding and Debt Repayment Agency, and the three NEXCO companies are conducting a study group on improving convenience in Expressway SAs and PAs. I'm here. Based on the discussion at the study group, we will also consider increasing the number of large-sized vehicle masses by utilizing land for Expressway projects other than rest facilities.
2. Parking area challenges
(1) Congestion of large vehicles at night on weekdays
There is a lack of parking lots for large vehicles, especially at night on weekdays, causing congestion. At the E1 Tomei Ashigara Service Area (In-bound), long-term parking of 8 hours or more accounts for about 60%, and the time occupied by a single parking space is long. As a result, many vehicles cannot be used, which is one of the reasons for the lack of parking lots for large vehicles. In addition, at Ashigara Service Area (In-bound), the number of parking spaces for large vehicles was expanded in March 2022, but the number of parking spaces for large vehicles has been increasing after the expansion of parking space for large vehicles, and congestion is still occurring. .
In order for many customers to use the parking lot, please understand and cooperate with the appropriate use of the parking lot, such as refraining from parking for a long time in the service area (SA) and parking area (PA).
(2) Inappropriate use of parking space
Inappropriate use, such as parking a standard-size car in a large-size car space or a large-size car in a standard-size car space, has resulted in situations where vehicles that should be able to park cannot be parked.
In addition, we are promoting the development of "combined masses" that can be used by both ordinary and large vehicles ("combined masses" are indicated by blue lines NEXCO CENTRAL), but there are cases where the original function cannot be demonstrated. You can
When using the "combined space", first of all, please use the parking spaces for both standard and large vehicles first, and if each parking space is full, please use the "combined space". If one standard-sized car is parked in the "multipurpose space", a large-sized vehicle cannot be parked, so please cooperate with parallel parking of standard-sized cars so that more customers can park.
(3) Unauthorized parking in reserved parking spaces and passages
In recent years, there have been cases where vehicles other than double articulated trucks have parked in the double articulated truck parking spaces that have been under maintenance, and double articulated trucks cannot be parked. Therefore, NEXCO CENTRAL, in addition to reserved parking lots for double-consolidated trucks outside the E1A Shin-Tomei Hamamatsu Inasa IC road, E1 Tomei Ashigara SA (In-bound), E1A Shin-Tomei Shizuoka SA (up and down), E1A Shin-Meishin Tsuchiyama SA (up and down) ) has reserved parking spaces exclusively for double-tethered trucks, which will be operated sequentially from April 2021. Although these reserved parking spaces are guaranteed to be available for reservation in advance, there are cases where reserved vehicles cannot be used due to parking of non-reserved vehicles and illegal parking in aisles. Please use the appropriate parking lot so that the reserved parking space can be used reliably.
3. Major initiatives for FY2022
(1) Expansion of parking lots for large vehicles and installation of guide signs [Example of E4 Tohoku Expressway Sano Service Area (Out-bound)]
At the E4 Tohoku Expressway Sano Service Area (Out-bound), there was a shortage of parking lots for large vehicles, especially during lunchtime on weekdays. In response, NEXCO EAST will expand the number of parking spaces for large vehicles by about 1.6 times, make the area barrier-free (elimination of steps between the parking lot and the sidewalk, etc.), and create a smooth parking space within the parking lot. In line with the renewal of the commercial facility, we installed information signs that display the parking status in real time to guide customers, improving convenience for a diverse range of customers.
(2) Large-scale change in rest facility layout due to site expansion [Example of E1A Shinmeishin Tsuchiyama Service Area (Out-bound)]
At the E1A Shinmeishin Tsuchiyama Service Area (Out-bound), we effectively utilized the existing site and expanded the parking area to increase the number of large-sized vehicle parking spaces by about 30, thereby alleviating congestion in the large-sized parking space. . In addition, based on the fact that trailers are often used, we have newly installed spaces that can be parked by both trailers and large vehicles.
(3) Efforts to Improve Convenience for Truck Drivers [Example of E2A Chugoku Expressway Asa Service Area (In-bound)]
NEXCO WEST is implementing initiatives to improve the convenience of Chugoku Expressway from the perspective of logistics support.
At
the E2A Chugoku Expressway Asa Service Area (In-bound), the layout of the parking lot has been changed, and by newly developing dual-use spaces that can be used by both ordinary and large vehicles, the number of large-sized vehicle parking spaces has been increased by about three times. doing. At the same time, we will start operating a 24-hour convenience store in 2022, and on May 10, 2023, we will start operating the first shower station on Chugoku Expressway.
When traveling between Kansai and Kyushu, please consider using either the E2 Sanyo Expressway or the E2A Chugoku Expressway, depending on your destination.
(4) Development of parking bays for double-linked trucks
In January 2019, the permission standards for special vehicles were eased, and full-scale operation of the "double articulated truck", which can transport two normal large trucks with one truck, began. Since the operation section was Large from E4 Tohoku Expressway to E3 Kyushu Expressway in August 2019, the number of permitted double-tethered truck special vehicles has increased. In November 2022, the traffic section will be Large from about 2,050 km to about 5,140 km based on the needs of logistics companies. NEXCO3 is promoting the maintenance of parking spaces to secure rest opportunities for double-tethered trucks. Please check Attachment-3 [PDF: 827KB] for the latest development status of double-connected truck parking spaces.
