1. 1. Parking area challenges
I. Congestion of large vehicles at night on weekdays
The situation of congestion due to lack of parking space for large vehicles, especially at night on weekdays, is still occurring. For example, at E1 Tomei Ebina SA (In-bound), long-term parking of 8 hours or more occupies about 60%, mainly at night on weekdays, and one parking space occupies a long time, so many vehicles can be used. As it disappears, it is one of the causes of the shortage of parking space for large vehicles.
II. Congestion due to concentrated parking use (mutual SA / PA, time zone)
Parking of large vehicles is biased towards SA/PA, which is close to major metropolitan areas such as metropolitan areas, and SA/PA, which is a certain distance away from major metropolitan areas. In addition, since the use of these SAs and PAs concentrates at the same time, it is difficult to properly utilize the SAs and PAs and the parking mass effectively.
III. Inappropriate use of parking space
Due to improper use, such as when a normal car is parked in a large car mass or a large car is stopped in a normal car mass, there is a situation where a vehicle that can be parked cannot be parked.
Also, the dual-purpose mass is designed to be used when the parking mass of a normal car or a large-sized car is full, but since it has not been used in such a way, the original function cannot be exhibited. You can see an example.
We are working to expand the parking space by making effective use of the existing site. In addition, depending on the usage of the parking area, we have prepared a combined space that can be used by both ordinary cars and large cars.
We will continue to carry out educational activities such as alerting people to prevent long-term parking, which is a cause of congestion.
2. Major initiatives in 2020
I. Maintenance of parking space
A) Expansion of large vehicle mass

On the E19 Chuo Expressway Enakyo SA (In-bound), a shortage of large vehicle mass became apparent mainly during the night hours on weekdays. Therefore, in addition to changing the arrangement of parking lots on the existing site, we will increase the number of large vehicles that can be parked by increasing the number of parking spaces that can be used by both large vehicles and ordinary vehicles by about 1.4 times. We have solved the shortage of large vehicle mass.
By expanding the mass of large vehicles, the shortage of mass of large vehicles during the night hours on weekdays has been resolved. However, long-term parking is one of the causes of lack of parking space, so please refrain from long-term parking and ask for your understanding and cooperation so that many customers can take breaks efficiently.
B) Maintenance of a "combined mass" that can be used by both ordinary and large vehicles
In order to use the limited parking area efficiently, we are proceeding with the development of a "combined mass" that can be used by both ordinary and large vehicles (in NEXCO CENTRAL, the "combined mass" is clearly indicated by the blue line). When using the "combined space", please give priority to the parking spaces for ordinary cars and large vehicles, and use the "combined space" when each parking space is full. If one ordinary car is parked in the "combined space", large vehicles cannot be parked, so please cooperate in parallel parking of ordinary cars so that more customers can park.
C) Expansion of large vehicle mass utilizing the land of rest facilities

D) Installation of "normal holiday operation switching mass" based on the actual usage

NEXCO EAST, E4 Tohoku Expressway Chojahara SA (Out-bound) has set up a "weekday operation switching mass" that switches the operation of parking masses on weekdays and holidays, based on the fact that the actual usage by vehicle type differs between weekdays and holidays. An orange frame is attached to the parking space to distinguish it from other parking spaces, and the LED guidance display board displays "large car" on weekdays and "small car" on holidays to guide customers to park in an easy-to-understand manner. doing.
II. Call for proper use of parking space
Traditionally, the proper use of parking spaces for large vehicles and regular vehicles has been called on the websites of Expressway companies, posters on SA/PA, and road patrols.
In particular, regarding the dual-use mass, which has been under development in recent years, we paid attention to the difference between the peak demand for parking for ordinary cars mainly during the daytime on holidays and the peak demand for parking for large vehicles during the night on weekdays. As an initiative, we are calling on the websites of Expressway companies and posters on SA/PA to spread the understanding of the purpose.

III. Maintenance of reserved parking lot exclusively for double-connected trucks
NEXCO3 is in the process of gradually developing parking spaces for double-connected trucks in response to the relaxation of special vehicle traffic permission standards in January 2019, but vehicles other than double-connected trucks will park. Challenges are occurring. In addition, the parking lots for large vehicles are crowded mainly at night at the rest facilities of the Shin Tomei Expressway, and the parking lots of the rest facilities cannot secure sufficient parking space for double-connected trucks. Therefore, in NEXCO CENTRAL In-bound a parking lot exclusively for double-connected trucks that can be reliably parked outside the Hamamatsu Inasa Interchange and Ashigara SA (up) by prior reservation. The operation started on the 1st of the month. NEXCO3 will continue to make efforts to secure break opportunities for truck drivers.
3. Efforts to prevent congestion in 2021

In 2021, we plan to install about 600 new parking spaces at 44 SAs and PAs nationwide.

We have been trying to equalize the use of parking lots by providing detailed information on the availability of parking lots and the congestion status of rest facilities.

III. Other considerations
A) Examination of the impact of late-night discounts
The midnight discount was introduced in November 2004 as a discount for vehicles used at midnight for the purpose of improving the roadside environment of general roads, such as improving the noise environment due to the decrease in night traffic on general roads. The effect has been confirmed. On the other hand, there are issues such as long-term parking by vehicles waiting for the late-night discount at rest facilities near the Tokyo metropolitan area before midnight when the late-night discount is applied, and staying of vehicles waiting for the discount at tollbooths on the main line. In the future, in order to alleviate congestion in the parking area, we will consider in cooperation with related organizations based on discussions such as calling for the appropriate use of large vehicle mass and reviewing the discount application conditions at the National Land Trunk Road Subcommittee.
B) Consideration for securing break opportunities by Large
Expressway, the Ministry of Land, Infrastructure, Transport and Tourism aims to halve the 100 sections where the distance between rest facilities is approximately 25 km or more from February 2017. , ETC2.0-equipped vehicles are being tested at 23 roadside stations nationwide. From March 2020, we have increased the time available for temporary evacuation from the previous 1 hour to 3 hours, and are continuing the demonstration experiment, based on the opinion that "the time is too short to take a sufficient break".
