We are pleased to inform you that we have compiled the expansion results for FY2019 and the expansion plan for FY2020.

Also, We ask that you understand and cooperate with the proper use of the parking lot by refraining from long-term parking in the service area (SA) and parking area (PA) so that many customers can use it.
1. Challenges of parking areas
I. Large vehicle congestion in the late night zone
There is still a situation where the parking space for large vehicles is insufficient and crowded, especially in the middle of the night. Mainly in the midnight zone, for example E1 In Tomei Ebina SA, long-time parking for 6 hours or more accounts for about 60% of the total stay*, and the time required to occupy the parking space by one vehicle becomes long, making it impossible to use many vehicles. This is one of the causes of lack of mass.

Ⅱ. Congestion due to concentrated parking use (SA/PA mutual, time zone)
Parking of large vehicles is biased towards SA/PA, which is close to major metropolitan areas such as metropolitan areas, and SA/PA, which is a certain distance away from major metropolitan areas. In addition, since the use of these SAs and PAs concentrates at the same time, it is difficult to properly utilize the SAs and PAs and the parking mass effectively.
Ⅲ. Inappropriate use of parking space
Due to improper use, such as when a normal car is parked in a large car mass or a large car is stopped in a normal car mass, there is a situation where a vehicle that can be parked cannot be parked.
Also, the dual-purpose mass is designed to be used when the parking mass of a normal car or a large-sized car is full, but since it has not been used in such a way, the original function cannot be exhibited. You can see an example.
We are working to expand the parking space by making effective use of the parking areas of existing rest facilities. We also have dual-use masses that can be used by both regular and large vehicles depending on the usage situation of the parking area.
We will continue to carry out awareness-raising activities such as calling attention to curb long-term parking, which is a cause of congestion, and will consider new software measures in the future.
2. Major initiatives in 2019
I. Maintenance of parking space [E1A Shin-Tomei Shizuoka SA (In-bound) Example]
A) Expansion of large vehicle mass
E1A The Shin-Tomei Shizuoka SA (In-bound) was crowded, with more vehicles staying in the parking lot, mainly during the night hours, and large vehicles parked in the roadway. Therefore, we changed the land of the rest facility to a large vehicle mass and doubled the number of large vehicles that could be parked to reduce congestion.
Regarding the usage situation after the expansion, we were able to secure the number of large vehicles that could be parked even during the nighttime when the use of large vehicles increased, and we were able to almost eliminate the shortage of parking lots. However, vehicles that are parked for a long time still exist, which is one of the causes of lack of parking mass. Please refrain from parking for a long time, and thank you for your understanding and cooperation so that many customers can take a break efficiently.
B) Maintenance of a "combined mass" that can be used by both regular and large vehicles
In order to make effective use of the limited parking area, we are developing a “combined space” that can be used by both regular and large vehicles. When using the "combined mass", please preferentially use the parking mass of each of the regular and large vehicles. If the parking mass is full, please use the "combined mass".
Ⅱ. Call for proper use of parking space
A) Efforts to level the use of parking areas
In order to equalize the use of parking lots between SA and PA, we promoted the provision of information by means of a vacancy display board that indicates the congestion status of each vehicle type (large or small). In fiscal 2019, in addition to providing information on the main line in front of SA/PA, we also started providing information at the junction of the junction (JCT).
Through these efforts, we are trying to level out usage by avoiding SAs and PAs where parking lots are crowded and promoting the use of SAs and PAs that are relatively vacant.
B) Call for proper use of parking space
Traditionally, the proper use of parking spaces for large vehicles and regular vehicles has been called on the websites of Expressway companies, posters on SA/PA, and road patrols.
In particular, regarding the dual-use mass, which has been under development in recent years, we paid attention to the difference between the peak demand for parking for ordinary cars mainly during the daytime on holidays and the peak demand for parking for large vehicles during the night on weekdays. As an initiative, we are calling on the websites of Expressway companies and posters on SA/PA to spread the understanding of the purpose.
3. Efforts to counter congestion in 2020
I. Maintenance of parking space
In 2020, we plan to newly install approximately 810 parking spaces at 53 SA/PAs nationwide.

II. Efforts to further level the usage of parking areas
E1 Tomei E1A At some rest facilities of Shin-Tomei, by using road-to-vehicle wireless communication utilizing ETC, it is possible to obtain real-time information about vehicle-type full vacancy at parking lots, and use the information board/website to check if the parking lot is full of vacancy information and rest facilities. We have provided detailed information on the congestion situation, and have worked to level the usage of parking areas.
In 2020, E1 Tomei E1A In order to make it possible to obtain information on the entire Shintomei route, we will install similar equipment at all rest facilities. In addition, we will understand the effect of leveling usage by this approach and consider installing it on other major routes.
