East Japan/Central Japan/West Japan Expressway Co., Ltd. announced on December 20, 2016 that the Ministry of Land, Infrastructure, Transport and Tourism announced “Measures to prevent frontal collision accidents on Expressway emergency measures to save lives. From pole to rope” and Through the "Technical Review Committee on Countermeasures for Frontal Collision Accidents on Expressway" held on December 26, 2016, we will promote further provisional two-lane safety measures.
Regarding wire rope, which is an approach to prevent temporary collisions in two-lane frontal collisions, we have collaborated with the Civil Engineering Research Institute for Civil Engineering and the Civil Engineering Research Institute for Cold Region to make further improvements suitable for temporary two-lane collisions of large vehicles. Perform an experiment. In addition, East Japan Expressway Co., Ltd. will carry out accident response training on behalf of swift response in the event of an accident at the location where the wire rope is installed. This time, we decided to open the site for collision experiments and accident response training.

2 Accident response training
- Date and time:
- After the collision test on Wednesday, March 8, 2017
(Preliminary explanation: Start at 11:45, start of accident response training at 12:00) - Purpose:
- Assuming a situation where an accident vehicle is blocking the lane in the provisional two-lane wire rope installation section, the wire rope must be removed and re-installed in order to rescue and transport an injured person and to respond to a stagnant vehicle. It is intended to strengthen cooperation between related organizations in response to an accident in the wire rope installation section by carrying out practical comprehensive training to quickly respond to the above and to release the accident suspension.
- Overview:
- Carrying out accident response training assuming that there is a collision of a vehicle with a wire rope in a provisional two-lane section, the accident vehicle is blocking the lane, and there are one or two stagnant cars.
- Hokkaido Police High Speed Corps, NEXCO Traffic Control Corp.
- Wire rope removal work by NEXCO Traffic Control Corps
- Rescue activities using the ambulance, fire engine, and construction vehicle by the Tomakomai City Fire Department
- Accident vehicle movement work by tow truck
- We plan to conduct a series of accident response training from the occurrence of accidents such as wire rope restoration work by workers to local restoration

- This on-site release is intended for experimentation and training, and follow the on-site instructions for the safety of the viewers.
- Note 2:
- It is not possible for manned personnel to shoot from the end of the moving direction of a large vehicle during a collision test. If you wish to shoot, unmanned shooting will be done with the camera in place. Also, please refrain from using drones.
- Note 3:
- If you wish to approach the training during the accident response training and take a picture, please bring a helmet as it is essential.
