NEXCO EAST (Chiyoda-ku, Tokyo) is a one-and-a-half month (6 weeks later) free-of-charge measure in the Tohoku region that started on June 20, 2011, as assistance for victims of the Great East Japan Earthquake and immediate recovery and reconstruction assistance. 1 Cross Section Traffic Status
After crossing free measures (6th week), the main cross-sectional traffic volume is 54,200 vehicles/day between Tohoku Expressway and Sendai-Minami IC-Sendai Miyagi IC, 1.3 times higher than before the measures. Increased to 50,700 vehicles/day between Mito IC and Naka IC on Joban Expressway, 1.6 times higher than before the measure
2 IC usage
After the free measure (6th week), the average daily exit traffic of ICs in the free measure area is 507,000 units, 1.2 times more than before the measure, and the average daily average of 18,800 units at the Mito IC on Joban Expressway So, it increased 2.1 times compared to before the measure (of which 80% of the free measure vehicles are 15,700)
3 ETC usage rate
The ETC usage rate in the areas subject to the free measures after the free measures (6th week) was 22.4%, which was 50.6 points lower than before the measures.
4 Traffic congestion
After free measures (6th week), traffic congestion occurred at an average of 23 points per day at the tollgate, and congestion on the main line occurred 6 times a day on average, compared to the traffic congestion in the 1st week after the measure. Congestion at 5 locations and congestion on the main line decreased 3 times
