NEXCO EAST (Chiyoda-ku, Tokyo, Chairman: Shigejiro Yagi) will introduce the comprehensive evaluation auction method that has already been introduced for construction into trial work for design and research.
Purpose of introduction
We aim to obtain higher quality results by assessing the price and high level of knowledge and technical strength backed by a wealth of experience in design and research work.
System overview
The total evaluation method is the addition method, and we will contract with the person who has the highest "total evaluation point", which is the total of the price evaluation points and the technical evaluation points. (Comprehensive evaluation score = Price evaluation score + Technical evaluation score)
- The price evaluation point is the value obtained by subtracting the value obtained by dividing the bid price by the contract limit price from the value obtained by multiplying the price evaluation point set for each job.(Example) Calculation of price evaluation points: (1-bid price / contract limit price) x 50 points [Distribution points of price evaluation points]
- The technical evaluation score is the total of the points calculated by evaluating each evaluation item specified in the technical proposal.
- The distribution of price points and technical points shall be 1:1 to 1:4.
We will increase the allocation of technical evaluation points for work such as design and research that requires technical skills backed by advanced knowledge and rich experience.
Target business
We will select from the projects where it is considered appropriate to evaluate both price and technical strength.
Business to introduce by trial
On June 11, 2007, the Tohoku Regional Head Office will publicly announce the start of the procedure and will introduce it in the following three operations.

- Tohoku-Chuo Expressway Nishigo Minami area first soil survey
- Tohoku-Chuo Expressway Miyaoi-Kaminoyama Nakagawa area first soil survey
