Regarding Niigata Transys Co., Ltd.'s inappropriate conduct in performance testing of snow removal equipment

Niigata Transys Co., Ltd. and its parent company, IHI Corporation, have reported that the company engaged in inappropriate conduct in testing rotary snowplows manufactured by the company for snow removal performance tests (JIS D6509-1992) to prove that the vehicles satisfied snow removal performance values (maximum snow removal volume, etc.). In these tests, the company used major parts that were different from those used in the vehicles it actually sells.
When procuring rotary snowplows NEXCO EAST, NEXCO CENTRAL, and NEXCO WEST (hereinafter referred to as the "Three NEXCO Companies") stipulate the required specifications for snow removal performance in their contract documents and require the submission of snow removal performance test reports as proof of this.
This situation is extremely regrettable from the perspective of ensuring safety and security on Expressway through proper snow removal work.
The three NEXCO companies have asked Niigata Transys Co., Ltd. to conduct a detailed investigation into the facts of the matter, consider the impact on the snow removal performance of the vehicles it sells, and consider measures to prevent recurrence, and to report back to us as soon as possible.
We will continue to take strict action against Niigata Transys Co., Ltd.

Summary of reports from Niigata Transys Co., Ltd. and IHI Corporation

  • In the snow removal performance test (JIS D6509-1992) to prove the snow removal performance (maximum snow removal volume, etc.) of rotary snowplows, major parts different from those used in the vehicles actually sold were used. Details are as follows.
    • For rotary snowplows sold to the three NEXCO companies after 2007, changes were made to the snow removal equipment (power distribution gear, rotation speed of the auger that shovels the snow, and shape of the snow outlet) in test vehicles used for snow removal performance tests in order to improve maximum snow removal volume.
    • A total of 35 rotary snowplows were subjected to snow removal performance tests between 2007 and 2017, which are the subject of this inappropriate conduct.

Responses of the three NEXCO companies

The three NEXCO companies are taking the following measures in response to this inappropriate conduct:

  • We requested Niigata Transys Co., Ltd. to respond as follows.
    • Clarify the full extent of the inappropriate conduct, develop measures to prevent recurrence, and report them promptly.
    • Regarding the rotary snowplows involved in the inappropriate acts, investigate the impact on their snow removal performance (maximum amount of snow removed) and promptly report on their compliance with the required specifications stated in the contract documents.
  • Going forward, we will take strict measures based on the report from Niigata Transys Co., Ltd.
