East Nippon Expressway Co., Ltd.
Tohoku Regional Head Office
NEXCO EAST Tohoku Regional Head Office (Aoba-ku, Sendai city, Regional Head Office president: Mikio Kashima) Large-scale holidays in September [9 days from Saturday, September 19th to Sunday, September 27th, 2009] Prediction of traffic congestion in the Tohoku region and countermeasures Is summarized.
In September of this year, it is predicted that heavy holidays will cause large-scale consecutive holidays and congestion will be as high as that of Golden Week (GW). Therefore, please refer to the congestion forecast information to avoid the times when congestion is predicted Please make a leisurely travel plan and go out.
1 Congestion prediction
In September of this year, it will be a large holiday with 5 consecutive holidays, We predict that Tohoku Expressway and Ban-Etsu Expressway will cause 23 times of congestion (Out-bound line 13 times, In-bound line 10 times).
In particular Congestion of more than 30km is predicted to occur in Fukushima Prefecture on the Out-bound line on Saturday, September 19 and on the In-bound line on Tuesday, September 22. doing. (See Attachments 1 and 2 [PDF: 198KB])
[Congestion prediction method]
As an effect of the holiday special discount, we consider traffic trends based on the increase in traffic volume confirmed at Golden Week and Obon, and based on past traffic congestion records and traffic volume transitions, we identify specific events such as accidents and road closures We exclude the resulting traffic jams and predict the time and place of traffic jams.
[Locations where traffic congestion of 10 km or more is predicted] (23 times of congestion)
(13 times Out-bound line)

3 Congestion measures
As for congestion countermeasures during the large holiday period in September within the Tohoku Regional Head Office we will implement the following efforts based on this traffic congestion forecast and the traffic conditions of Golden Week and Obon. (See Attachments 5 and 6 [PDF: 307KB])
- In-bound speed lowering alert measures in such hill
- Measures to alert the rear end of a traffic jam
- Relieve darkness and oppressive feeling by increasing the illumination of tunnel lighting
- Installation of temporary toilets at rest facilities
- Arrangement of parking lot organizers at rest facilities
- Secure parking for large vehicles
- During the Bon Festival this year, at the rest facilities described in (Attachment 4 [PDF:85KB]), parking staff will be placed to facilitate the use of large vehicles, and large vehicles will be parked with priority. ..

5 Request from NEXCO EAST Tohoku Regional Head Office
- If distributed use is not sufficiently planned, more traffic jams are expected to occur. Therefore, special discounts during heavy holidays in September, traffic jam prediction information, and the latest road information can be used effectively for distributed use. Thank you for your collaboration.
- If you notice a traffic jam ahead, please turn on the hazard lamp and cooperate with the following car to prevent a rear-end collision accident.
- Please make sure that you have not forgotten to insert the ETC card or that it is not completely inserted, and then slow down the ETC lane to 20 km/h or less, enter, and drive slowly.
- Most troubles can be prevented by inspecting the vehicle before driving.
Also, please refuel and take a rest as soon as possible before taking a safe drive. - If you find an abnormality on the road, use the emergency road dial " #9910 " to immediately evacuate to a safe place and call the emergency phone if an accident or breakdown occurs.
- Wear seat belts in all seats, including the back seats (mandatory from June 1, 2008).
