Due to heavy snowfall, the Japan Expressway Ownership and Debt Repayment Organization designated the following sections at 22:05 on January 11th, based on the Disaster Countermeasures Basic Law, in order to secure the passage of emergency vehicles.
NEXCO EAST Niigata Regional Head Office (Chuo-ku, Niigata City) may take measures such as moving in the section if an abandoned vehicle occurs.

Partial excerpt from the Disaster Countermeasures Basic Act (moving vehicles in the event of a disaster)
Article 76-6 Paragraph 1 A road administrator shall stop the passage of vehicles on a road in the event of a disaster related to the prefecture in which the road it manages or the region of the prefecture adjacent to or adjacent to it.
