(hereinafter, NEXCO WEST) are large-scale that are becoming apparent in rest facilities on Expressway. We are working to expand the number of large car parking spaces in response to the congestion in the car parking area.
We are pleased to inform you that we have summarized the expansion results for 2021, the three-year expansion plan from 2022 to 2024, and the expansion start schedule for 2022.

1. 1. Expansion of parking space Achievements in 2021 and plans to start by 2022
In fiscal 2021, we completed the expansion of approximately 910 large vehicle masses at 43 SAs and PAs nationwide by redrawing from small vehicle masses to large vehicle masses in the existing area.
We plan to expand approximately 1,500 large vehicle masses in the three years from 2022 to 2024, of which we plan to start expanding large vehicle parking masses at approximately 30 SAs and PAs nationwide by 2022. We plan to start expanding the number of parking spaces for about 600 large vehicles, including not only the change of mass but also large-scale earthwork and relocation of existing facilities such as lighting and full space information boards.
In the future, we will also consider increasing the number of large vehicle masses that utilize Expressway business sites other than rest facilities.

Please note that traffic restrictions may be involved in the construction of additional parking spaces. For the status of individual rest facilities, please check the attached sheet or the website of each company.
In addition, we ask for your understanding and cooperation in the proper use of the parking lot, such as refraining from long-term parking in the service area (SA) and parking area (PA) so that many customers can use it.
2. Parking area challenges
(1) Congestion of large vehicles at night on weekdays
There is still a shortage of parking spaces for large vehicles and congestion, especially at night on weekdays. At E1 Tomei Ebina SA (In-bound), long-term parking of 8 hours or more occupies about 60%, mainly at night on weekdays, and the occupancy time of the parking space by one car is long. Therefore, many vehicles cannot be used, which is one of the causes of the shortage of parking space for large vehicles.
(2) Inappropriate use of parking space
Due to improper use such as a normal car parking in a large car mass or a large car stopping in a normal car mass, there are situations where vehicles that can be originally parked cannot be parked.
In addition, the dual-purpose mass is also designed to be used when the parking mass of each of the ordinary car and the large car is full, but since it is not used in that way, the original function cannot be exhibited. Cases can be seen.
(3) Unauthorized parking in reserved parking spaces and passages
In recent years, vehicles other than double-connected trucks have parked in the double-connected truck parking space, and double-connected trucks cannot be parked. Therefore, in NEXCO CENTRAL, in addition to the reserved parking lot exclusively for double-connected trucks outside the E1A Shin-Tomei Hamamatsu Inasa IC road, E1 Tomei Ashigara SA (In-bound), E1A Shin-Tomei Shizuoka SA (upper and lower), E1A Shin-Meishin Tsuchiyama SA (upper and lower) ) Has a reserved parking lot exclusively for double-connected trucks, which has been in operation since April 2021. These reserved parking spaces can be parked reliably by making a reservation in advance, but there are some events where reserved vehicles cannot be used due to parking of non-reserved vehicles or illegal parking in aisles. Please use an appropriate parking lot so that the reserved parking lot can be used reliably.
3. Major Initiatives for FY2021
(1) Expansion of large vehicle mass [Case of E1 Tomei Ashigara SA (In-bound)]
At E1 Tomei Ashigara SA (In-bound), a shortage of large car masses became apparent mainly during the night hours on weekdays. NEXCO CENTRAL, along with the change of the parking lot layout on the existing site, we have increased the number of shared spaces that can be used by both large cars and ordinary cars, and increased the number of large cars that can be parked by about 1.3 times. .. This alleviated the shortage of large vehicle mass on weekday nights.
(2) Drastic change in rest facility layout [Example of E4 Tohoku Expressway Kunimi SA (In-bound / Out-bound)]
At E4 Tohoku Expressway Kunimi SA (In-bound / Out-bound), a shortage of large vehicle masses has become apparent, especially during the nighttime hours on Out-bound when going backwards from gas stations, and the aging of rest facilities is also an issue. I was there. NEXCO EAST, barrier-free areas will be made, parking spaces will be expanded (the number of large vehicles that can be parked on the Out-bound will be increased 1.7 times), and the layout of rest facilities will be drastically changed in line with the large-scale renewal of the entire SA. Therefore, we have improved the convenience of various customers.
(3) Maintenance of V-shaped parking mass layout [Case of E2 Sanyo Expressway Sabagawa SA (In-bound)]
NEXCO WEST, in order to significantly increase the number of large vehicle masses on the E2 Sanyo Expressway Sabagawa SA (In-bound), "V-shaped parking" is applied so that the vehicles are arranged in a V-shape based on backward parking and forward departure. , The mass of large vehicles has been expanded 1.4 times. By applying "V-shaped parking", the front of the parked vehicle faces the aisle, so it is a countermeasure for parking outside the frame (passage), and because it departs forward, it is easy to depart and it is possible to reduce contact accidents.
(4) Maintenance of a "combined mass" that can be used by both ordinary cars and large cars
In order to use the limited parking area efficiently, we are proceeding with the development of a "combined mass" that can be used by both ordinary cars and large vehicles (NEXCO CENTRAL, the "combined mass" is clearly indicated by the blue line). .. When using the "combined space", first give priority to the parking spaces for ordinary cars and large vehicles, and when each parking space is full, use the "combined space". If one ordinary car is parked in the "combined space", large vehicles cannot be parked, so please cooperate in parallel parking of ordinary cars so that more customers can park.
(5) Maintenance of double-connected truck parking space
In January 2019, the permit standard for special vehicle traffic was relaxed and full-scale operation of the "double connected truck," which can transport two ordinary heavy-duty trucks with one vehicle, began. Since the service section was Large from E4 Tohoku Expressway to E3 Kyushu Expressway in August 2019, the number of permitted double-connected truck special vehicles has increased. NEXCO3 is working on the development of parking spaces to secure break opportunities for double-connected trucks. Please see Attachment-3 [PDF: 465KB] for the latest maintenance status of double-connected truck parking lots.
(6) About bus priority (dedicated) mass
Many passengers get on and off the bus at once, and if the distance walked in the parking lot of the passengers who get on and off the bus becomes long, it will be inconvenient not only for those who walk but also for those who drive in the parking lot. Some SAs and PAs have "bus priority" or "bus-only" parking spaces near rest facilities, as there is a risk of calling.
Please refrain from parking non-bus passengers in the "bus priority" or "bus only" squares.
