Please use the card in accordance with the purpose of use stated in the application form when applying for the card, and refrain from using the card for purposes that are not in line with the purpose of the card system.

According to laws and regulations, the free treatment for people who lived in areas where nuclear power plant accidents are hazardous or whose place of residence has been designated as a designated evacuation recommendation area has been extended until March 31, 2020 (Monday). . Due to the card update, the "Hometown Return Card (Pink)" can no longer be used after midnight on Wednesday, November 1, 2020.​ ​To issue the currently available "Hometown Return Card (green)," you will need to go through the procedures at the local government office where you lived at the time of the Great East Japan Earthquake.

The renewal application form required for the application procedure will be sent by registered mail to those who have a "Hometown Return Card (pink color)", but if you do not have the application form, please contact NEXCO EAST Customer Center. Please contact me.

How to apply
To issue the currently available "Hometown Return Passage Card (green)," you must complete the procedure at the local government office where you were residing at the time of the disaster.

How to pass At the entrance tollgate, please collect your ticket in the lane marked "General," "ETC/General," "Support," or "ETC/Support."
At the exit toll gate, please present your toll ticket and "Furusato Return Pass Card" in the lanes marked "General," "ETC/General," "Support," or "ETC/Support," and then evacuate from the nuclear power plant accident. Please inform the staff that this is the case.
Use of ETC is not eligible for free treatment. In lanes marked "ETC/General" or "ETC/Support," please remove the ETC card from the on-board device before entering the lane.
If the exit toll booth is in a lane with a toll payment machine labeled "General Payment Machine", please use the call button or lever to summon an attendant before inserting your card.
If the exit toll booth is in a lane marked "Support" or "ETC/Support," please use the intercom etc. to inform the staff that you are an evacuee due to the nuclear power plant accident.

 Those who will be issued a "Furusato Return Card" with the usage section that they applied for when renewing their card or applying for a new card will be issued a "Furusato Return Card" that shows the usage section that they applied for at the time of card renewal or new application. (Includes the sections where the bus is used.) Only trips using the ICs as entrances and exits are eligible for the free treatment. If you get on or off the train during the relevant section or drive beyond the relevant section, you will be required to pay the fare for the entire section actually traveled.
However, this does not apply if the IC in that section cannot be used due to road closure. Please check here for handling when the road is closed.

  • For those who are eligible for the free measure only for the section applied for at the time of card renewal or new application, from November 1, 2020 (Wednesday) onwards, the IC of the usage section written on the card will be one of the above A and D. It will be an IC. If you are forced to get on or off the bus at an IC that is not listed as a section due to road closures (ICs B and C above), please let us know. After confirming the above, it will be free of charge.

(About how to pass)

  1. ETC lanes cannot be used.
    • Please be sure to take a toll ticket at the entrance
    • If you use the ETC lane at the entrance, it will not be free.
    • When using mixed lanes whose entrance is marked as "ETC/general" or "ETC/support", remove the ETC card from the in-vehicle device, enter the lane, and take a toll ticket. If you enter the lane with your ETC card inserted into the on-board device, it will be treated as an ETC vehicle and will not be free of charge.
  2. Smart ICs cannot be used.
  3. At the exit, present your passport and the "Furusato Return Passage Card" and tell the staff that you are an evacuee due to the nuclear accident.
  4. In the lane where the toll checker is installed, please call the person in charge using the call button or lever before inserting the "Hometown Return Card".
  5. If the exit tollhouse is a lane labeled "Support" or "ETC / Support", please inform the staff that you are an evacuee due to the nuclear accident by using an intercom or the like.
  6. Please be sure to show the original “Hometown Return Card”. If you do not present your "Hometown Return Passage Card", it will not be free.
  7. There is no charge if the person in question is on board (not the driver).
  8. Yamagata Expressway / Nihonkai-Tohoku Expressway (Yudonoyama-Sakata Minato), Tokyo Gaikado, Tokyo Wan Aqua-Line Expressway, Keiyo Road (tolls are handled separately from the travel subject to free measures) Shinozaki-Makuhari), capital Expressway, Hitachinaka toll road, Hitachi toll road, Daini Michinoku toll road, Choshi connecting road, etc. will be charged.
  9. Those who will be issued a "Furusato Return Passage Card" with the usage section applied for when renewing the card or applying for a new card will need to follow the steps in 8 above.
