Tokyo Regional Head Office For construction work at Gaikan Expressway Oizumi IC (outer circumference) due to the construction work of the Tokyo Outer Ring Road (Kanetsu to Tomei) by the Tokyo Construction Office. The entrance will be closed at night due to the passage bridge installation.
Please note that you cannot get on the Gaikan Expressway from Oizumi IC.
You can get on the Kan-Etsu Expressway Tokorozawa from the Oizumi IC.
