Damage and restoration status of Expressway due to the Tohoku-Pacific Ocean Earthquake

1 Main process from the earthquake to the present

11th (Fri) 14:46
  • Earthquake occurred. Immediately after the suspension of traffic, an emergency check will start.
  • NEXCO EAST Disaster Countermeasures Headquarters is established at the head office, Tohoku Regional Head Office and Kanto Regional Head Office.
Around 16:00
  • Sendai-Tobu Road On the main line near the Natori IC, the traffic control team found about 230 people in the area who were evacuated from the tsunami. Transport by vehicle to a safe place. Of these, about 60 people used the Sendai Management Office as a temporary shelter overnight.

  • Confirmed that the customer's evacuation outside the Expressway completed.
  • * Excluding some customers who wish to wait for a break facility.
12th (Sat) Early morning ~
  • Enables the passage of emergency vehicles mainly on major routes such as Tohoku Expressway Temporary recovery is completed, Used by SDF rescue vehicles.
Around 5 o'clock
  • The SDF and other emergency vehicles have started to use the unopened section of 18.6 km (scheduled to open on March 19) between Ota Kiryu IC and Sano Danuma IC on the North Kanto Expressway.

  • Related public safety committees sequentially designated emergency traffic routes.
  • Almost all available SAs and PAs within the section designated as an emergency traffic route will be used as a relay station / supply station for emergency vehicles traveling in and out of the disaster area.
14th (Mon) Around midnight
  • Damage to the communication network required for road traffic control (optical cable disconnection), restoration of 11 locations on 5 routes completed.
19th (Sat) 12:00
  • Tohoku Expressway Urawa IC-Utsunomiya IC is being undesignated, and the northern Kanto Expressway Ota Kiryu IC-Sano Danuma IC is opened ahead of schedule.
21st (Mon) 10:00
  • Regarding the Joban Expressway, the designation of the emergency traffic route between Mito IC and Iwaki Chuo IC is canceled. Along with this, general vehicles are allowed to pass on all sections of the Joban Expressway, except between Iwaki Chuo IC and Joban Tomioka IC, which are closed due to the nuclear accident in Fukushima Prefecture.
22nd (Tue) 10:00
  • Includes all Tohoku Expressway lines out of a total of 870 km of damaged Expressway Emergency recovery of about 93% (813 km section) completed.
  • The relevant Public Safety Commission enforces traffic restrictions on the areas between Utsunomiya IC and Ichinoseki IC on the Tohoku Expressway Expressway, which prohibits all traffic except large vehicles. Along with this, it became possible to pass large vehicles on all Tohoku Expressway Expressways.
24th (Thurs) 6:00
  • The relevant Public Safety Commission has completely lifted the traffic regulations that were being implemented following the Tohoku-Pacific Ocean Earthquake. (Sendai-Tobu Road Sendai Wakabayashi JCT-Sendai Kohoku IC and Sanriku Expressway Sendai Kohoku IC-Rifu JCT are closed only on the In-bound line, and Joban Expressway Joban Tomioka IC-Iwaki Chuo IC are closed.)

2 Restoration status and prospect of restoration on the Expressway main line

  1. Status of emergency recovery
    • As of March 24, emergency restoration of approximately 813 km (about 93%) was completed for 20 damaged Expressway 870 km in total.
    • Fukushima nuclear power plant did not go the entrance under the influence of the accident Joban Expressway except for about 43 km section between the Joban Tomioka IC ~ Iwaki center IC, Sendai-Tobu Road Sendai Wakabayashi JCT ~ Sendai Kohoku IC between 10 km section and About 4 km section between Sanriku Expressway Sendai Kohoku IC and Rifu JCT, we are continuing emergency restoration.
  2. Future recovery prospects
    • About 14 km section of the Sendai-Tobu Road (between Sendai Wakabayashi JCT and Sendai Kohoku IC) and Sanriku Expressway (between Sendai Kohoku IC and Rifu JCT) is expected to be completed by the end of March.
    • For the sections where the emergency restoration has been completed, we plan to carry out this restoration sequentially and systematically.

3 Status of service area (SA) and parking area (PA)

  • One SA / PA is in a state where commercial facilities such as shops are not available due to damage to facilities and interruption of lifeline (water supply).
  • There are 5 SAs and PAs that cannot be used due to reasons such as being the base for recovery and relief activities.
  • Regarding toilets, temporary toilets are installed at locations where water supply is stopped, and all available SAs and PAs can be used.
  • Even at the facilities that are in operation, normal operations may not be possible due to factors such as physical distribution and damage to the facilities.
