On Tohoku Expressway and other roads, there have been cases of people misusing the "Hometown Return Pass Cards" required to receive free Expressway for people who have evacuated from restricted areas due to the nuclear accident, thereby fraudulently avoiding paying tolls that they should have paid.
In this case, a Hometown Return Pass Card was lent and borrowed, but individuals who would not normally be able to receive the free pass were repeatedly using it fraudulently, impersonating the card user and avoiding paying the tolls that they should have paid.
Pursuant to Article 16, Paragraph 1, Item 2 of the Hometown Return Pass Card Terms and Conditions, we have suspended the use of the card and revoked the user status of card users who lent their Hometown Return Pass Cards to third parties.We have also determined that individuals who borrowed the card and impersonated the card user, thereby evading the tolls that they should have paid, are fraudulent pedestrians, and have charged them the tolls that were illegally evaded, as well as a surcharge (an amount equivalent to twice the amount of the tolls evaded).
Our company has always taken a firm stance of "not tolerating illegal passage" so as not to damage customer trust in the toll road business.
We will continue to take a firm stance against illegal passage and work to combat it.

(Purpose of card use)
Article 3
Pursuant to Notification No. 8, the purpose of use of the card shall be limited to travel for temporary return home and other purposes in order to rebuild one's life.
(Cancellation of user qualifications)

If the User falls under any of the following items, the Company may suspend use of the Card and revoke the User's eligibility without notice to the User.
