NEXCO EAST Hokkaido Regional Head Office (Atsubetsu-ku, Sapporo City) held a joint crackdown on violations of the Road Traffic Act and the Vehicle Restriction Order and the prevention of vehicle derailment at the Tomakomai Higashi Interchange (IC) at E5 Do-O Expressway (Hokkaido Expressway) on Monday, October 7, and pulled in 8 vehicles. We checked for vehicles that violated the Vehicle Restriction Order, inspected loading methods, and raised awareness to prevent derailment.
From the viewpoint of traffic accident prevention and road maintenance, we have been cracking down on violating vehicles in cooperation with related organizations, but traffic accidents caused by falling loads from improperly loaded vehicles and damage to road surfaces and road structures caused by vehicles that violate weight limits are still major social problems.
In order to work together with related organizations to realize a safe and comfortable Expressway space, we hope to prevent and deter violations by widely disseminating this initiative.

2. About our efforts to prevent vehicle limit violations
Vehicles that violate the general limits for width, weight, length, height, and minimum turning radius set out in the Vehicle Restrictions Order, a government ordinance under the Road Act, are generally prohibited from traveling on roads (see the diagram on the right). If vehicles that violate the Vehicle Restrictions Order travel on roads, it could lead to damage or deterioration of the road and traffic accidents (Note 1).
To prevent these incidents from threatening the safety and security of customers while driving, NEXCO EAST has organized a "Vehicle Limitation Unit" (Note 2) to crack down on vehicles that violate the Vehicle Limitation Order on a daily basis. In addition, measures such as suspending discounts will be taken against "large-volume/frequent use discount" (Note 3) contract holders who repeatedly violate the Vehicle Limitation Order.

If it is unavoidable to drive a vehicle that exceeds the general limit set by the Vehicle Limit Ordinance, a special vehicle passage permit must be obtained in advance from the road administrator.
(Note 2)
It is an organization consisting of road supervisors designated by the road administrator based on the Road Law, and has the authority to order the suspension of traffic of vehicles that violate the vehicle limit ordinance.
(Note 3)
This is a measure implemented by the three NEXCO companies for customers who use Expressway frequently, and by signing up for a large-volume/high-frequency discount contract, customers can receive discounts on tolls for Expressway managed by the three NEXCO companies.

When speaking to drivers at enforcement sites, I get the sense that awareness of "Vehicle Restriction Ordinance violations" is very low.
Violating the Vehicle Restriction Ordinance is a very dangerous act that not only damages roads but also threatens the safety of the driver himself.
We will continue to enforce the law in order to raise awareness and understanding of the Vehicle Restrictions Ordinance.
