NEXCO EAST Utsunomiya Management Office (Kanuma City, Tochigi Prefecture) operates the E4 Tohoku Expressway (hereinafter "Tohoku Expressway") In-bound line Tsuganishikata Parking Area (hereinafter "PA") and Tsuga Nishikata Smart Interchange (hereinafter "Smart IC") will be closed at night due to barrier-free construction. In addition, we will also impose some restrictions on the use of parking spaces.
We apologize for any inconvenience this may cause to our customers, but we ask for your understanding and cooperation so that you have plenty of time to spare when you go out. Please note that while the PA is closed, you will not be able to use the rest facilities, except for those arriving from Tsuga Nishigata Smart IC, so please use other rest facilities.

1. 1. Closing location and date and time

  • In stormy weather, it will be postponed to the spare day.
    Please refer to the attachment for the spare days and detours in case of postponement.
  • The decision to proceed with construction will be announced on X (formerly Twitter) etc. around 5:00 pm on the same day.

2. About restrictions on the use of parking spaces

As part of the parking lot will be used for construction, the parking spaces in the restricted areas shown below will not be available for use. Also, depending on the parking situation in areas where use is restricted after 8:00 pm, we may ask you to move your parked car. Please note.

3. Use of other rest facilities

During the closure, you will not be able to use the rest facilities, so please use the following rest facilities. (*)
Tohoku Expressway Sano SA, Otani PA
Kita-Kanto Expressway Izuruhara PA, Mibu PA

  • If you are arriving from Tsuga Nishigata Smart IC, you can use the rest facilities.

Four. Detour

　blue arrow As shown, take the Kanuma IC exit and head towards Prefectural Route 6 "Yeruki/Ishibashi"
⇒Turn left at the "Neragicho" intersection ⇒Turn left at the "Oiwake intersection" intersection ⇒Turn right at the intersection heading towards National Route 293
⇒Turn right at the "Nishikata Elementary School Pedestrian Bridge" intersection and use the Tsuga Nishikata Smart IC direction.
If you take the detour as shown in the diagram below, the travel time is expected to be approximately 23 minutes (normally approximately 9 minutes).
The detour will increase the travel time, so please allow plenty of time for your trip.

Five. Construction outline

Tohoku Expressway　In-bound Pavement raising work will be carried out at the entrance ramp of the Toga Nishikata PA on the Route 1, 2, 3, 4, 5, 6, 7, 8, 9, and 10 lines in conjunction with barrier-free construction. Since the construction work cannot be carried out with the usual lane restrictions and parking restrictions, it is necessary to close the PA for the work. Therefore, in order to minimize inconvenience to customers, the PA will be closed during weekday evenings when traffic volume is low, so that work can be carried out in a concentrated and efficient manner.
We ask for your understanding and cooperation as this work is necessary for the safe and comfortable use of Expressway.

6. How to obtain traffic information

(1) Guidance by distribution / posting

  • Notice signs, posters and leaflets will be posted at toll booths and rest facilities nearby.
  • A notice board will be installed on the lamp to be closed.

    The highway radio section is indicated by signs on the Expressway.
  • Highway Information Terminal
    We will inform you of road information in an easy-to-understand manner by the monitor screens installed in SA / PA.

    You can get road traffic information with VICS-compatible car navigation and other on-board devices.
