NEXCO EAST Hokkaido Regional Head Office (Atsubetsu-ku, Sapporo City) is located on the In-bound Bridge between the E5 Do-O Expressway Ebetsu Higashi Interchange (IC) and Iwamizawa IC. On the line (Sapporo area) side, in order to replace the old concrete slab with a new slab, for a part of the same section, one of the upper and lower lanes will be divided into two lanes each depending on the time of day. From Wednesday, August 24th, we will implement all-day two-way traffic restrictions that reduce the number of lanes to one lane.
In the face-to-face traffic regulation to be implemented this time, in order to change the number of lanes that can be driven during the morning and evening hours used by customers, the road zipper system * will be used to switch the median strip (concrete guard rail). I will carry it out. This road zipper system was used between the Eniwa IC and Kitahiroshima IC on the Do-O Expressway in 2018, and it will be the second time in about 4 years that it will be used in Hokkaido.
We apologize for any inconvenience caused to our customers, but if you drive on the section, please try to drive more safely and go out with plenty of time.
Renewal work is necessary to use the Expressway safely and securely. We will do our best to minimize the inconvenience to our customers, so we ask for your understanding and cooperation.

1. 1. Construction section

2. Construction / traffic regulation period
- All-day traffic regulation for two-way traffic
- All day lane regulation
From Thursday, October 13, 4th year of Reiwa to Thursday, October 20th, 4th year of Reiwa
- The regulation time of "all day face-to-face traffic regulation, all day lane regulation" is 24 hours all day traffic regulation.
- All day restrictions will be applied on Saturdays, Sundays and public holidays.
- The construction period may change depending on the weather, work progress, etc.
3. Traffic restrictions
In the floor slab replacement work, we will implement lane switching traffic regulation to reduce one of the upper and lower lanes to one lane by utilizing the road zipper system at the location of each of the two lanes of the upper and lower lines according to the time zone. In addition, lane switching using this road zipper system will be carried out twice a day during times when there is little traffic on the up and down lines (12:00 to 13:00 during the day and 19:00 to 20:00 at night).
For a total of 15 days, the first 6 days and the last 9 days of the construction period, we will implement all-day lane restrictions for the upper and lower lanes for lane switching work. In addition, on September 13th and October 12th, we will implement all-day face-to-face traffic restrictions with one lane on each side due to the work of switching construction sites.

Four. Construction content
About 40 years have passed since the opening of the Yubarigawa Bridge between the Ebetsu-higashi IC and the Iwamizawa IC on the Hokkaido Expressway. Since the concrete floor slab has deteriorated and the reinforcing bars have rusted due to the salt contained in the antifreeze agent to be sprayed, it is necessary to replace the floor slab.
In order to replace the concrete slab part of the bridge, it is usually necessary to close the In-bound line (Sapporo area), but the In-bound line (Sapporo area) is restricted to lanes all day and the Out-bound line (Asahikawa area) is overtaken. By using the lane (right lane) as a Out-bound line (Asahikawa direction) or an In-bound line (Sapporo direction) depending on the time of day (* 1), the construction will be carried out with the minimum impact on traffic. ..
- In the morning, the Out-bound line (toward Asahikawa) will be operated with 2 lanes, the In-bound line (toward Sapporo) will be operated with 1 lane, and in the afternoon, the In-bound line (toward Sapporo) will be operated with 2 lanes, and the Out-bound line (toward Asahikawa) will be operated with 1 lane.

- Face-to-face traffic will be restricted throughout the day for approximately 1.2km near the construction site. During the construction period, there is a risk that the traffic flow will be impaired, so if you use the section, please try to drive safely and go out with plenty of time when using it. Please.
- Since the driving lane and shoulders are narrow in the two-way traffic restricted section, please observe the regulated speed when driving, secure the distance between vehicles, and be careful about rear-end collisions. In addition, the lanes will change significantly before and after the two-way traffic regulation section, so please follow the local information signs.
- Construction vehicles come and go around the construction site, so be careful when passing ahead.
- During the construction period, we will provide traffic congestion information using LED information boards, provide construction regulation information using road information boards, and call attention to driving safely. When driving, please check this information and drive safely.

Lane switching using the road zipper system
(1) Road zipper system
The road zipper system is a system developed, manufactured and sold by LINDSAY (USA).
In this system, the installation position of the concrete guard fence can be moved using a dedicated lane switching vehicle (BTM: Barrier Transfer Machine), so lane switching can be performed quickly and safely.
(2) Purpose of introduction
- By switching lanes in the direction where it is necessary to secure two lanes according to the time zone when many customers use it, it is possible to alleviate congestion due to construction regulations.
- Since the upper and lower lines of the two-way traffic regulation section are separated by concrete guard fences and the lanes can be switched quickly, it is possible to improve the safety of customers when passing.
- By installing a concrete guard fence, the safety of the customer and the construction work area will be improved by separating the lane through which the customer passes and the construction work area.
- In the future, we plan to actively use the road zipper system to quickly and safely switch lanes when replacing floor slabs on Expressway bridges in Hokkaido.
- The situation where the lane was switched by the road zipper system between Doo Motor Eniwa IC ⇔ Kitahiroshima IC is as follows.

The road zipper system is used to switch lanes in order to move to a two-way section, so please follow the local information signs.
During the all-day face-to-face traffic regulation period, the regulation form will change depending on the progress of construction.
- Day and night continuous lane regulation (8/19 (Friday) -8/24 (Wednesday))
There is only one lane that can be passed on both the In-bound line (Sapporo direction) and the Out-bound line (Asahikawa direction).
In addition, the width of the lane and shoulders is narrower than usual. - All-day face-to-face traffic restrictions (8/24 (Wednesday) -9/13 (Tuesday))
In order to replace the deck of the overtaking lane on the In-bound line (toward Sapporo), we will reduce each of the two lanes on the upper and lower lanes to one lane depending on the time of day. In addition, we will switch to a direction that allows two lanes to pass according to the time of day when many customers use it.
This lane switching is carried out twice a day during times when there is little traffic on the upper and lower lines (around 12:00 to 13:00, around 19:00 to 20:00). During the lane switching time, it may be crowded because it operates in one lane on each side. We also hold weekends and holidays. - Two-way traffic regulation (Tuesday, September 13th, Wednesday, October 12th)

Note
Join Alive 2022 will be held in Iwamizawa City on 9/3 (Sat) and 4 (Sun), so it is expected to be different from the normal congestion time. Therefore, as a measure against traffic congestion, the lane operating hours will be changed as follows for these two days.
