We would like to pray for the souls of those who have died in the 2011 off the Pacific coast of Tohoku Earthquake, and to express our heartfelt sympathies to the affected people.

NEXCO EAST We will inform you about the damage and restoration status of Expressway in the business area.

Since the aftershocks are continuing, damage and restoration status are changing. We are committed to the recovery of the entire Group, and we ask for your understanding and cooperation.

1 Damage situation

1. Expressway main line and interchange

Up to now, damage to transportation has been confirmed on 20 routes including Expressway, 854 km sections, and 4 interchanges (ICs). The main ones are as follows. (Detail is Attachment I-1-1 [PDF: 90KB] as well as I-1-2 [PDF: 597KB] reference)

It should be noted that detailed damage status has not been confirmed for the Joban Expressway (Joban Tomioka IC-Iwaki Shikura IC 30km), which has not entered due to the accident at the nuclear power plant in Fukushima Prefecture.

[Main contents of damage]

  3. 23 depressions on the road (maximum depth of 30 cm) ( Attachment I-1-5 reference)
  4. 174 steps on the road surface of 2 cm or more (maximum 100 cm) ( Attachment I-1-5 reference)
  5. Damage to bridge bearings 3 Bridges 5 bearings ( Attachment I-1-6 reference)
  6. Damage to bridge joints 46 bridges 56 locations ( Attachment I-1-6 reference)
  7. IC damage ( Attachment I-1-7 reference)
  • Sendai-Tobu Road Sendai Kohoku IC and Natori IC are not available due to the tsunami.
  • Tohoku Expressway Iwatsuki IC, the bridge bearing was damaged, and at the Joban Expressway Yamamoto IC, many cracks were generated on the road surface.

No serious damage to the bridge and tunnel structure body has been confirmed so far except for (5) and (6) above.

2. Various facilities

Up to now, damage to the communication network required for road traffic control (breakage of optical cable) has occurred in more than 11 locations on 5 routes (Attachment I-2 [PDF: 64KB] (See), various obstacles that affect the toll collection function of the tollgate were confirmed at one tollgate.

Many other damages have been confirmed, such as ground subsidence around the building.

3. Service area and parking area

Out of 175 service areas/parking areas (SA/PA) in Tohoku, Kanto, and Niigata areas, 40 buildings have been damaged and 91 lifelines have been interrupted.

In particular, at seven locations on the Tohoku Expressway, there are severely damaged buildings and it is not possible to enter inside. (Attachment I-3 reference)

2 Road restoration status

1. Completion of temporary restoration and use as an emergency traffic route

About 20 damaged lines and a total of 854 km section, mainly on major lines such as Tohoku Expressway, by the early morning of March 12, provisional restoration to allow emergency vehicles to pass Has been completed) and is used as a rescue vehicle for the SDF.

Of these lines and sections, the public safety committee has designated them as emergency traffic routes from 12:00 on March 12th sequentially, and up to now, up to 6 routes and 583 km sections can be used for emergency vehicle traffic and transportation of goods. It was used.

2. A section where emergency restoration has been completed or is underway to allow general vehicles to pass

3 Future prospects

(1) Tohoku Expressway

  1. In the area between Shirakawa IC and Motomiya IC (53.4 km), the large-scale cracks that have already been repaired have repeatedly been damaged due to aftershocks. The impact of future aftershocks is unavoidable, but we are making every possible effort to complete the repair work with the aim of completing the emergency recovery as soon as possible within the next week.
  2. Emergency restoration has been completed for other sections.

(2) For other routes and sections, we are making all-out efforts to make an emergency repair, and will complete them in sequence.

4 Usage of various facilities

  1. Unopened sections of SDF and emergency vehicles
    The unopened Kita-Kanto Expressway Kiryu Ota-Sano Danuma (scheduled to open on March 19, 2011) is used for the passage of SDF vehicles and emergency vehicles.
  2. Utilizing a rest facility as a relay base for emergency vehicles
    Almost all rest facilities available within the section designated as an emergency traffic route are used as a relay station and a supply station for emergency vehicles heading to the disaster area.
