For those who have a hometown return pass card
This free measure applies to vehicles used for temporary return home in order to rebuild one's life.
Please use the card in accordance with the purpose of use stated in the application form when applying for the card, and refrain from using the card for purposes that are not in line with the purpose of the card system.

About the application procedure for the hometown return pass card (green) that can be used after November 2023
- The free treatment for people living in areas where nuclear power plant accidents are hazardous has been extended until March 31, 2020 (Monday).
- The "Hometown Return Passage Card" was updated on November 1, 2020, and the "Hometown Return Passage Card (pink color)" can no longer be used after that date. Currently, only the "Hometown Return Card (green)" can be used.
- If you currently have a "Hometown Return Passage Card (green) (including any certificate related to your travel route if you have one)", you will be able to continue using your card after April 1, 2024.
- A prior renewal application is required to issue a "Hometown Return Card (green)".

- For those who have completed the application procedure for card renewal, we will send you a "Hometown Return Pass Card (green)" by simple registered mail (forwarding is not possible). You can use the card as soon as you receive it.

Please note that the types of cards issued vary depending on the municipality where you lived at the time of the disaster.
I. People from Minamisoma City (former evacuation zone and difficult-to-return zone), Namie Town, Futaba Town, Okuma Town, Tomioka Town, Katsurao Village, and Iitate Village
You will be issued a card with your name (in katakana), the name of the municipality you lived in at the time of the disaster, and a photograph of your face.

II. Tamura City, Minamisoma City (areas excluding the former restricted areas and difficult-to-return zones), Date City, Kawamata Town, Hirono Town, Naraha Town, Kawauchi Village
You will be issued a card that includes your name (in katakana), the name of the municipality you lived in at the time of the disaster, your facial photo, and the section you have applied for in advance and has been accepted.

- The free measure is only applicable to driving that uses the IC as the entrance and exit for the section of use written on the card (if a certificate is issued, the section of use written on the certificate is also included). If you get on or off the train during the middle of the road or drive beyond that section, you will be required to pay the fare for the entire section actually traveled.
About application procedures for card renewal
I. Those who lived in Minamisoma City (former caution zone and difficult-to-return zone), Namie Town, Futaba Town, Okuma Town, Tomioka Town, Katsurao Village, and Iitate Village at the time of the disaster.
Driving that enters or exits at any of the Fukushima prefecture ICs (excluding smart ICs) and Joban Expressway IC is eligible for free travel.
(For those who lived in Futaba Town, Tohoku Expressway Kazo IC and Joban Expressway Sakuratsuchiura IC are also eligible.)
- When you receive the application form, please read the enclosed "Important Notice" carefully, fill in the necessary information on the application form, attach a photograph of your face, prepare a document for identity verification, and prepare your residence in the event of a disaster. Please apply at your local government office. If it is difficult for you to apply at the local government office because you live far away, you can also apply by mail. (Costs will be borne by the applicant.)
- Before applying, you must agree to the "Furusato Return Pass Card Terms of Use" and "Furusato Return Pass Card Privacy Policy". Please check here.
- We may not be able to update your card if the purpose of use does not match the purpose of the system.
II. Those who lived in Tamura City, Minamisoma City (areas excluding the former caution zone and difficult-to-return zone), Date City, Kawamata Town, Hirono Town, Naraha Town, and Kawauchi Village at the time of the disaster.
- Only trips that use the IC as the entrance and exit for the section applied for at the time of card renewal are eligible for the free service.
- Applications can be made for sections whose entrance or exit is either an IC within Fukushima Prefecture (excluding Smart IC) or Joban Expressway IC.
- If you get on or off the train during the usage section that you applied for and wrote on your card (including the usage section that is written on the certificate if a certificate is issued), or if you drive beyond that section, the actual Please note that you will be required to pay for the entire distance traveled.

- Up to 4 of the applied sections will be listed on the renewal card, and 5 or more sections will be listed on the "Certificate of Travel Route Based on the Hometown Return Card."
- When applying, if you are using up to 4 sectors, please fill out the application form for card renewal and apply. If you are going to use the 5th to 10th section, please also fill in Attachment 1 "Moving route using the hometown return pass card (5th to 10th section)" enclosed with the application form and apply together with the application form.

Documents for identity verification at the time of application
Please present the identity verification document required at the time of application by one of the following methods (1) to (3).

About mailing application and agent application
Applications will be accepted by mail or by a substitute.
Application by mail | If you live far away and find it difficult to apply at your local government office, we also accept applications by mail. Please mail the card renewal application form (if you need to apply using Attachment 1 or Attachment 2, please include each document) and a copy of the identity verification documents listed above to the local government office where you lived at the time of the disaster. . If you apply by mail, the cost will be borne by the applicant. Additionally, if there are any missing or incomplete documents, the local government may return them and you may need to resubmit them. Procedures for changing application details
- Please contact NEXCO EAST Customer Center.
- If you wish to change your name, address, or telephone number, we will accept the changes by telephone. We will not be able to send you important notices, so please be sure to let us know if there are any changes.
- If you have a "Furusato Return Pass Card" with the sections you applied for when renewing your card or applying for a new card and wish to change, add, or delete the sections you apply for, we will send you an application form to change the sections you use. Please fill out the application form and apply at the local government office where you lived at the time of the disaster. If you add or change a section of use, you will not be able to use that section until the procedure is completed and a "Furusato Return Pass Card" or a certificate showing the section of use after the addition or change is issued.
